Quick answer: which employers should prepare?
As a general rule, an employer with 10 or more employees that does not provide a provident fund under the applicable legal conditions should check which employees are covered by the Employee Welfare Fund from wages arising on or after 1 October 2026.
From 1 October 2026 to 30 September 2031, the employee saves 0.25% of wages and the employer contributes another 0.25%. From 1 October 2031, the rate is scheduled to become 0.50% from each party, unless the official requirements change.
What is the Employee Welfare Fund?
The Employee Welfare Fund is a statutory mechanism under Thailand's labour-protection framework. It combines employee savings and employer contributions to provide protection when employment ends under the prescribed conditions.
It is separate from social security. Payroll must therefore maintain a distinct calculation basis, deduction line, employer-cost line, submission record and payment evidence.
Contribution rates and deadline
During the initial period, employees and employers contribute at the same rate. The employer deducts the employee amount, records its own contribution and submits the combined amount.
- 1 October 2026–30 September 2031: employee 0.25% and employer 0.25%
- From 1 October 2031: employee 0.50% and employer 0.50%
- Submission is generally due by the 15th of the following month
- The October 2026 amount is therefore due by 15 November 2026
0.25% calculation examples
These examples illustrate the rate using a simple wage amount. Employers must still determine which earnings are statutory wages before using the figures in a live payroll.
- THB 15,000 wages: THB 37.50 employee + THB 37.50 employer = THB 75
- THB 20,000 wages: THB 50 employee + THB 50 employer = THB 100
- THB 30,000 wages: THB 75 employee + THB 75 employer = THB 150
- THB 50,000 wages: THB 125 employee + THB 125 employer = THB 250
Do not automatically use gross pay as the contribution base
The calculation base is wages within the meaning of the Labour Protection Act, not every item shown in gross pay. Employers should classify salary, work-related payments, overtime, bonuses, commission, travel allowances and reimbursements according to the facts and the legal definition.
Where a pay period crosses 1 October 2026, the employer should identify the portion of wages arising from the effective date in line with Department of Labour Protection and Welfare guidance rather than deducting from the entire cycle without review.
What should an employer with 10 or more employees check?
A total headcount is only the starting point. Review employees across all branches and identify the status of each person, especially new hires, probationary employees, foreign employees and people who are not provident-fund members.
- Total employees across branches and the relevant employing entity
- Actual provident-fund membership by employee
- Start date, termination date and probation status
- Nationality, identification number and EWFund data fields
- Any statutory exclusion or special condition
Employee Welfare Fund versus provident fund
A provident fund is an employee benefit operated under its fund rules and membership conditions. The Employee Welfare Fund is a statutory arrangement for covered employers and employees.
An employer that already has a provident fund should not assume that every employee is automatically outside the Employee Welfare Fund. Review actual membership, including new employees and people who have not yet joined, employee by employee.
Initial EWFund e-Service steps
The Department of Labour Protection and Welfare opened the Employee Welfare Fund e-Service for registration on 15 September 2026. Employers should prepare the user account and employee data before the first submission cycle.
- Create and verify the employer or authorised-user account
- Obtain and protect the PIN using the prescribed process
- Prepare the employee list for manual entry or Excel import
- Review the data and register covered employees
- Save or print the registration certificate
- File the monthly employee savings and employer contributions
- Pay the amount and retain the e-receipt and reconciliation report
Payroll changes required before payday
Adding a 0.25% formula is not enough. Payroll must connect the correct wage base, employee status, effective date, payslip presentation and employer accounting cost.
- Add a clear employee-savings deduction line
- Add the employer contribution to cost reports
- Map wage codes that are included and excluded
- Define rounding and variance controls
- Update payslips, the payroll register and accounting reports
- Handle joiners, leavers and partial periods
- Reconcile payroll totals against the EWFund declaration and payment
Employer checklist for the October 2026 cycle
Assign an owner and a review date to every item. Do not wait until payroll payment day to separate the data.
- Confirm whether the company and each employee are covered
- Check headcount across all branches
- Verify provident-fund membership employee by employee
- Complete identification and employee master data
- Register the employer account in EWFund
- Review the legal wage definition and wage-code mapping
- Configure the 0.25% employee and employer calculations
- Test calculations and rounding with sample employees
- Check joiners, leavers and periods crossing the effective date
- Update payslips and accounting reports
- Separate preparer, reviewer and approver roles
- Schedule submission by the 15th
- Retain payment evidence and reconciliation files
- Explain the new deduction to employees
- Monitor the latest official notices and FAQs
How should the change be explained to employees?
Employees will see a slightly lower net salary, so communicate before the first deduction. Explain that the item is required by law, when it starts, the employee rate, the matching employer contribution and how the item appears on the payslip.
Use plain language and provide a contact for questions, particularly about the difference between the Employee Welfare Fund, provident fund and social security.
Summary
The Employee Welfare Fund applies from 1 October 2026 to covered employers and employees. Employers should verify employee status, register in EWFund, define the wage base, update payroll and prepare to submit by the 15th of the following month.
The essential control is an employee-by-employee review and a monthly reconciliation between payroll, accounting and the EWFund submission. This article was checked on 1 October 2026; employers should also review the latest official notices and guidance.

Frequently asked questions
Does an employer with fewer than 10 employees have to join?
The principal threshold applies to employers with 10 or more employees. Monitor headcount and the latest rules because the position may change as the company hires or where special conditions apply.
Does a company with a provident fund still need to prepare?
Review the legal conditions and actual membership employee by employee. A new hire or an employee who has not joined the provident fund may require additional review.
How much is deducted from THB 20,000 wages?
At 0.25%, the employee amount is THB 50 and the employer contribution is THB 50, for a combined THB 100, assuming the full THB 20,000 is the applicable wage base.
Are overtime, bonuses and commission included?
It depends on whether each payment is wages under the law and the underlying facts. Do not automatically use total gross pay. Check the latest official guidance or seek case-specific advice if uncertain.
Does the Employee Welfare Fund replace social security?
No. They are separate schemes and must be calculated, recorded and submitted separately.
Can the employer pay only its own contribution without deducting the employee amount?
Follow the statutory deduction and submission method. If the company wants to provide an additional benefit, review the payroll, tax and documentation implications before implementation.
When is the October 2026 amount due?
The general deadline is the 15th of the following month, making the October 2026 amount due by 15 November 2026.
Does an employee who resigns voluntarily receive the fund balance?
Entitlement depends on the reason employment ends and the applicable fund rules. The employer should not guarantee the outcome on behalf of the fund; check the current criteria or contact the authority directly.
